Not only can matter come into existence in a vacuum, but plausible, though not yet proven, quantum theories of gravity allow for the creation of space itself where none existed before.
Krauss suggested that a part of the answer to the big question of why there is something rather than nothing is that “nothing” - in this case no space, no time, no anything! - is an unstable state, from the point of view of quantum mechanics and quantum gravity.
